Is Your Waste "Hazardous"? Here's How the Lab Actually Figures That Out

TTLC, STLC, TCLP — and a fourth wildcard called bioassay — decide whether your waste bill is a few hundred dollars or a few thousand. Here's how they work, explained simply, plus the one trick that saves most shops real money.

California plays by different rules than the feds

Here's something that surprises a lot of business owners: California and the federal government don't agree on what counts as hazardous waste. California's rules (Title 22 of the California Code of Regulations) regulate a longer list of chemicals than the federal rules (RCRA, 40 CFR Part 261) — so waste that's completely fine under federal law can still be hazardous the moment it's generated in California.

So when a lab tests your waste — media, wastewater sludge, spent solvent, whatever it is — they're really checking it against two separate rulebooks at the same time. That's where TTLC, STLC, and TCLP come in.

Think of it like this

Imagine your waste is a jar of trail mix, and the "bad guy" ingredient is peanuts (some people are allergic — think of peanuts like a toxic metal, such as chromium or lead).

  • TTLC asks: "How many peanuts are in the whole jar?" — a simple total count.
  • STLC asks: "If I shake the jar really hard, how many peanuts fall out into someone's hand?" — California's version of a "what could actually escape" test.
  • TCLP asks the same shake-it-out question, but it's the federal version, with its own limits and its own (shorter) list of ingredients it cares about.

The important part: TTLC is cheap and fast. STLC and TCLP cost more because they involve extra lab work — the sample gets mixed with fluid, shaken for hours, filtered, and re-tested. So the smart move is always to start with the cheap total count first, and only pay for the "shake test" when the numbers actually say you need to.

Three of the four tests, in plain English

  1. TTLC — Total Threshold Limit Concentration
    This is step one, always. The lab measures the total amount of each regulated substance in your waste — no shaking, no leaching, just "how much is actually in there." California's TTLC list (Title 22 CCR §66261.24) covers 38 substances total: 17 metals — antimony, arsenic, barium, beryllium, cadmium, chromium, cobalt, copper, fluoride, lead, mercury, molybdenum, nickel, selenium, silver, thallium, vanadium, and zinc — plus organic compounds like PCBs and a handful of pesticides. If any single one is above its TTLC limit, your waste is automatically California hazardous waste, full stop, no further testing needed. If everything comes in under TTLC, you move to step two.
  2. STLC — Soluble Threshold Limit Concentration (California)
    This is California's "shake test" — the lab mixes your waste with a citrate buffer fluid at a 10-to-1 ratio, shakes it for hours, filters it, and measures what leached out into the liquid. STLC covers 36 of those same substances from the TTLC list, with its own (usually much lower) limits. It only needs to be run when a TTLC result is high enough that leaching could be a problem. The rule of thumb: if your TTLC result is above 10 times the STLC limit, you actually need to run the STLC test. Below that line, you can skip it — the math already tells you it can't fail.
  3. TCLP — Toxicity Characteristic Leaching Procedure (federal)
    This is the federal government's version of the shake test, mixing waste with fluid at a 20-to-1 ratio. A common myth is that TCLP only covers metals — it doesn't. The federal list (40 CFR §261.24) regulates 40 constituents total: the 8 "RCRA metals" (arsenic, barium, cadmium, chromium, lead, mercury, selenium, silver) plus around 30 organic chemicals — solvents like benzene, and pesticides and herbicides like lindane and 2,4-D. Same idea as STLC: you only need to run it if your TTLC result is above 20 times the federal limit for that specific substance.
Why the "10x" and "20x" numbers? STLC mixes your waste with fluid at a 10-to-1 ratio, and TCLP mixes at 20-to-1. That dilution means even if every single bit of a metal "leached out" during the shake test, the most concentrated result you could ever get is your total number divided by that ratio. So if your total is already under 10x (or 20x) the limit, it's mathematically impossible to fail the shake test — no need to pay for it.

The wildcard: acute aquatic bioassay

TTLC, STLC, and TCLP are all "chemical-specific" — they only flag your waste if a substance that's actually on their lists shows up above a limit. But California has a fourth toxicity criterion that works completely differently, under the same regulation (Title 22 CCR §66261.24(a)(6)): the acute aquatic bioassay. There's no federal equivalent — this one is California-only.

Think of it like this

TTLC, STLC, and TCLP are like checking a recipe against a list of banned ingredients. The bioassay skips the ingredient list entirely and just asks, "if I feed this to a fish, does it die?" It doesn't care what's causing the problem — only whether the whole waste, as a package, is toxic.

The test exposes live fish (fathead minnows, rainbow trout, or golden shiners) to your waste for 96 hours. If the concentration that kills half of them — the LC50 — comes out below 500 mg/L, the waste is hazardous by this criterion, regardless of what your metals and organics results say. Labs typically run it in two passes: a quick screening bioassay first, then a more precise "definitive" bioassay only if the screen lands in the danger zone.

Why it matters even when TTLC and STLC look clean: A waste can pass every metals and organics limit with room to spare and still fail the bioassay — surfactants, oils, extreme pH, or organic chemicals that simply aren't on the TTLC/STLC/TCLP lists can still kill fish. The bioassay catches what the chemical-specific tests are built to miss.

Unlike STLC and TCLP, you can't "math your way out" of the bioassay using a TTLC trigger — it's an independent test, not a follow-up test. In practice, it tends to come up for:

  • Aqueous or liquid waste streams with complex or proprietary chemistry — wastewater treatment sludge, cooling tower blowdown, spent process or rinse water
  • Formulated products where the ingredient list doesn't map cleanly onto the TTLC/STLC/TCLP substance lists
  • Cases where a generator wants to demonstrate a waste is not hazardous and chemical-specific testing alone can't make that case
  • When a disposal facility or DTSC requests it as part of a waste profile

It's not something to order on every routine sample — but for the right kind of liquid or aqueous waste stream, it's the test that actually answers the question the others can't.

The money-saving part

Every time a lab runs STLC or TCLP on top of TTLC, you're paying for extra prep time, extra reagents, and extra analyst hours — often 2 to 4 times the cost of the total metals screen alone, per analyte.

Shops that skip straight to "run everything" on every sample end up paying for shake tests that the math already ruled out. Running TTLC first and only ordering STLC or TCLP where the numbers actually cross the trigger is the single easiest way to cut your waste characterization bill without cutting any corners on compliance.

The catch is knowing where those trigger lines sit for each metal, reading the lab report correctly, and telling the lab exactly which analytes on which samples actually need the extra testing — instead of a blanket order. That's the part we handle for our clients every week.
